Position: Part-Time Project Manager

Reports to: County Administrator

Classification: Contractual Employee

Salary Level: $30.00 - $50.00/hr commensurate with experience

Summary:

Lee County is seeking an experienced and detail-oriented Project Manager to lead the planning, execution, and delivery of software data conversion with Tyler Technologies across multiple departments. The ideal candidate will manage resources, timelines, budgets and stakeholder communication to ensure the project is delivered on time and within scope.

Lee County's goal is to select a Project Manager who will be able to provide high quality project management and service skills, is collaborative and has good team and interpersonal skills. Position Overview:

The Project Manager is responsible for overseeing the implementation of Tyler software by developing strategy for the program team as well as coordinating people and processes to ensure that the project is delivered on time, produces the desired results and remains within budget. This position serves as the go-to person for everything involving a project's organization and timeline as well as effective communication throughout the project lifecycle. The Project Manager understands court business processes and recommends solutions for process improvement as well as balances technical expertise with a general understanding of the Circuit Clerk's and Judiciary's business objectives to provide innovative, efficient solutions. This position will also play a key part in risk management, issue resolution and team leadership.

Essential Duties and Responsibilities:

  • Coordinate people, processes and resources for a flawless execution and delivery of a project within a specified timeline.
  • Effectively communicate with Tyler Technologies, clients, stakeholders and vendors regarding all aspects of the project both internally and externally.
  • Acts as liaison to IT Department, Circuit Clerk, State's Attorney, Public Defender, Probation Department and Judges to meet goals and deadlines.
  • Identify project goals and develop project scope and objective, involving all relevant stakeholders and ensuring technical feasibility.
  • Manage all project resources and ensure resource availability and allocation.
  • Assess risks and manage a budget.
  • Follow detailed project plan and track progress.
  • Ensure deliverables are delivered on time, within scope and within budget.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Perform risk management to minimize project risks.
  • Present oral and written reports defining project problems and resolutions to management as needed.
  • Perform other related work as necessary to ensure successful delivery of the project.

Education, Experience and Other Job Requirements

  • Minimum of Bachelor's degree in Business, Computer Science, Project Management or a related field.
  • Proven work experience as a Project Manager or similar role.
  • Previous experience with integrated civil and criminal justice systems, preferred.
  • Solid understanding of project management methodologies and proficiency in project management tools.
  • Ability to build and train teams, identify the right tasks for each team member and delegate responsibilities accordingly.
  • Consistent conflict resolution skills.
  • Ability to align with the County's mission and vision.
  • Effective interpersonal and leadership skills.
  • Excellent organizational and time management skills including attention to detail and multi-tasking.
  • Excellent problem solving and critical thinking skills.
  • Excellent verbal and written communication skills.
  • Must be able to maintain confidentiality.

Estimated term of Service:

The term will be no less than six (6) months, effective upon the hire date. The County may elect to extend the term with all terms and conditions remaining the same as evidenced by a written notice to extent at least two (2) months prior to the end of the initial term. The County may terminate the position with or without prior notice.

Work Environment:

Work is performed in an office setting, court setting or remotely. Travel may be required. The assigned work schedule may include nights and weekends.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities for this job include close vision, distance vision and ability to adjust focus. The employee is frequently required to sit and use hands and fingers to operate a computer, telephone and keyboard. The employee is occasionally required to stand, walk, climb stairs, and balance, lift and carry up to twenty-five (25) pounds.
