Portland Fire & Rescue is seeking Entry Level Firefighters. No firefighting skills, experience, or fire education required. An entry level firefighter will be required to complete twelve (12) months of probation and will learn, demonstrate knowledge, and perform the following duties but not limited to:
Various operations and skills required to be proficient on an engine, truck, squad, or other specialty apparatus
Skill in performing a variety of mechanical operations
Maintenance of equipment, apparatus, buildings, and fire station grounds
Perform safely under hazardous and stressful conditions
Skill and ability in performing prolonged and arduous work under adverse working conditions on non-emergency and emergency scenes
Ability to perform strenuous activity on non-emergency and emergency scenes
Skill in understanding and following oral and written instructions
Skill in establishing and maintaining effective, courteous, and tactful working relationships with all employees and the community
Skill in evaluating complex emergency situations when not directly supervised
Applicants with a minimum of 2 years of current and continuous experience as a full-time firefighter with no separation time or break in service longer than 30 days at time of application should not apply for the entry level firefighter position. COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered.

Job Requirements

Possess a minimum of a valid Oregon EMT, or higher certification, by the time of conditional offer of employment. An EMT IS NOT REQUIRED AT THE TIME OF APPLICATION.

Panel Interview #1 (scored)
Ranked Eligible Hire List Established (top 150 candidates)
Chief's Interview (pass/fail). Candidates will be invited in ranked order and as needed for an upcoming academy.
Candidates must pass each phase prior to moving to the next phase.
Candidates have 14 days from the notice of the examination results to let us know if you disagree with your results. Please read the City of Portland Administrative Rule 3.01 for complete information. All completed applications for this position must be submitted online no later than the closing date and time of this recruitment. E-mailed and/or faxed applications or required documents will not be accepted.
RECRUITMENT STEPS:
STEP 1: Apply online between November 7, 2022 - November 30, 2022 (PASS/FAIL)

Proof of a valid Candidate Physical Abilities Test (completed between November 7, 2021 - December 31, 2022). We encourage you to submit your application once you received your CPAT result. Successful completion of the FireTeam test no later than November 30, 2022. Test must be valid. Do not attach test results during the application period.

FireTeam Test
Successfully complete the FireTeam test with the National Testing Network by November 30, 2022 and meet the minimum passing scores for each category below:
Human Relations - 70%
Mechanical Aptitude - 65%
Math - 75%
Reading - 75%
Portland Fire & Rescue recognizes that the National Testing Network does not inform candidates of their test results by percentages. Candidates will be notified by email between December 12-15 if they passed Step 1, which includes meeting the minimum scores for each category. Candidates may contact the senior recruiters or the recruiting officer for questions regarding their scores. Contact information is at the bottom of this announcement.
Candidates who completed the FireTeam test prior to November 7, 2022, will need to log in to their NTN account and add Portland Fire & Rescue. It is the candidate's responsibility to select Portland Fire & Rescue.
Candidate Physical Abilities Test (CPAT)
Successfully complete and submit proof of completion of the Candidate Physical Abilities Test (CPAT) no later than December 31, 2022. A successful CPAT completed between November 7, 2021 - December 31, 2022, will be accepted.

Public Safety Testing - Test Requirements - Firefighter Physical
Only a CPAT licensed by the International Association of Firefighters (IAFF) and the International of Fire Chiefs (IAFC) will be accepted.
Candidates who completed the CPAT from a company other than NTN or Public Safety Testing between November 7, 2021 - November 30, 2022, must attach a copy of your certificate at the time of application. Deadline to complete the CPAT is December 31, 2022.
Fee waivers for FireTeam test and the CPAT:
A fee is associated with the FireTeam and CPAT tests. Applicants may apply for a waiver for either test.
To qualify for the waiver, you must be:
Receiving unemployment insurance payments, receiving public assistance (Food Stamps, WIC, SNAP, TANF, or other verifiable public assistance programs).
If requesting a waiver, please email Loan Tran at Loan.Tran@portlandoregon.gov and Tamela Ressler at Tamela.Ressler@portlandoregon.gov. Supporting documentation for a waiver is not required at time of application or test but may be requested at a future date. If approved, a waiver number will be assigned to you to apply when registering and scheduling your FireTeam or CPAT test. Waiver requests must be made no later than November 21,2022 and apply only to Portland Fire & Rescue.
STEP 2: Panel Interview #1 (SCORED)
Panel Interviews are tentatively scheduled for December 28-31, 2022.
STEP 3: Ranked Eligible List Established
Candidate final score and rank will consist of the following:
Combined score of Human Relations and Mechanical Aptitude = 40%
Panel Interview #1 score = 60%
Top 150 scores will be placed on the ranked eligible list.
Veteran Preference points will be added if applicable.
Candidates on the ranked eligible hire list who do not have a minimum of a valid EMT, by the time of conditional offer of employment, may be considered for a future academy, by the approval of the Fire Chief or designee. The eligible hire list must be active to be considered for hire. The list will remain active for one (1) year from the date of the eligible hire list and can be abolished or extended at the discretion of the Fire Chief or designee. Placement on the eligible hire list does not guarantee an interview or continuation in the selection process.
STEP 4: Chief's Interview (PASS/FAIL)
Candidates will be invited to a Chief's Interview in ranked order and as needed for an upcoming fire academy.
The Fire Chief's selection panel will interview, select, and hire candidates from the final ranked eligible list (candidates who have successfully passed all prior evaluation steps).
STEP 5: Backgrounds
Candidates who successfully pass the Chiefs Interview will be required to complete and pass the following:

Possess a driver license and submit a driving record and pass an evaluation by City of Portland Risk Management
Submit proof of a valid Oregon EMT (minimum)
Pass a reference background
Pass a criminal background
Successfully complete and pass a pre-employment medical examination prior to hire
