Job Description
The primary purpose of this position is to conduct comprehensive investigations of the District of Columbia Housing Authority's (DCHA's or Authority's) programs, activities and functions. The Criminal Investigator shall be a sworn member of the law enforcement with full police powers, i.e., arrest, armed and oath to uphold and enforce federal and the District of Columbia laws and statutes, including the District of Columbia Criminal Code and Municipal Regulations. Additionally, the Criminal Investigator is responsible for having full knowledge of DCHA Police General Orders as they pertain to his/her investigative position and law enforcement responsibilities.
The Criminal Investigator is responsible for evaluating and recommending a specific course of action that support the DCHA strategic goals and objectives, and achieves the goals of the Office of Public Safety. The position requires the Criminal Investigator to serve at times as a liaison of DCHA interests with the Metropolitan Police Department, the Office of the United States Attorney and other federal or local law enforcement agencies.
Essential Duties and Responsibilities The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
- Applies investigative techniques and knowledge to the laws of evidence, the rules of criminal procedures, and precedent court decisions concerning admissibility of evidence, constitutional rights, search and seizure, and related issues to analyze requests,complaints or allegations to the investigative process;
- Develops and presents material, relevant and reliable evidence that reconstructs events, sequences, and time elements; and establishes relationships, responsibilities, legal liabilities, and conflict of interest in a manner that meets the requirements for legal presentation or representation in various legal or informal hearings and court proceedings;
- Responsible for conducting preliminary and follow-up investigation to the basic tasks of identifying persons of interest, interviewing, interrogating, and arranging for the analysis and evaluation of evidence;
- Maintains files and records and the updating of the investigation with regular reports to the Investigative official or the Office of Safety, Chief of Police;
- Prepares DCHA matters for prosecution and adjudication or other disposition where appropriate;
- Performs other related duties as assigned

Job Competencies - Knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned organizational entity in the DCHA
- Comprehensive knowledge of and skill in applying criminal investigative practices, methods, and techniques, such as surveillance and undercover work
- Full knowledge of DCHA Police General Orders as they pertain to his/her investigative position and law enforcement responsibilities
- Ability to obtain the necessary clearances to access investigative data basis e.g., Wales2, NCIC, JUSTIS and TRIPPLEI
- Ability to recognize, develop and present evidence to reconstruct events, sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest
- Ability to develop supportable cases for presentation and/or prosecution
- Ability to obtain and/or reconstruct missing or withheld documents and information
- Knowledge of laws relating to search and seizure, arrest, and the rules of evidence
- Knowledge of court decisions concerning the admissibility of testimony and confessions
- Knowledge of interview and interrogation techniques
- Knowledge of the proper procedures for the identification and preservation of evidence
Education and/or Experience Retired sworn Police Officer under the optional retirement of the Metropolitan Police Department, with no more than five years' removal from the MPD; and no less than five (5) years of investigative background experience; or a Bachelor's degree from an accredited college or university in the field of Criminal Justice with at least (4) years of work experience may be substituted.

Computer Skills To perform this job successfully, an individual must have strong computer skills (MS Word, Excel, and MS Outlook); and must be able to learn other computer software programs as required by assigned tasks.
SUPERVISORY CONTROLS The incumbent works under general supervision. The supervisor sets overall objectives and resources available. The supervisor together with the incumbent, develop priorities and deadlines. The incumbent is responsible for planning and carrying out assignments, resolving most conflicts that arise; coordinating the work with others, as necessary and interpreting guidelines.
In matters involving arrest and or criminal prosecution the incumbent shall be guided by the specific approval and direction of the Director of Public Safety.
The incumbent keeps the supervisor informed of the status of the work and any controversial matters. The work is reviewed in terms of feasibility, and compatibility with the other work, and the effectiveness requirements and expected results.
GUIDELINES Guidelines used include, policies, procedures, technical references, governing federal and District of Columbia laws, regulations, statutes, codes and directives; DCHA Police General Orders as they pertain to his/her investigative position and law enforcement responsibilities, and U.S. Department of Housing and Urban Development's (HUD's) requirements.
Incumbent uses initiative, experience and judgment in interpreting governing policies, laws and statutes; and in deviating or extrapolating from traditional methods in order to resolve problems and achieve desired results.
COMPLEXITY The work consists of different and unrelated processes and methods to determine the nature and extent of compliance, noncompliance, or illegal activity.
SCOPE AND EFFECT The work involves independently conducting and completing criminal investigations to resolve a variety of conventional problems and situations.
The work contributes to the effective administration and/or enforcement of pertinent laws and regulations and to the prevention and detection of illegal or unsafe activities.
PERSONAL CONTACTS Contacts are with employees throughout the Authority, tenants, applicants, District and federal law enforcement entities, and the general public.
PURPOSE OF CONTACTS The purpose of the contacts is to seek and confirm information, to resolve operational problems, to coordinate work activities, and to influence, persuade, interrogate individuals. The Criminal Investigator must be skilled in approaching individuals to obtain information.
Physical Demands The work may require long periods of standing and recurring stooping and bending. The work may require frequent surveillance in which there is a considerable amount of walking, bending, climbing, etc. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Work Environment The work is performed in various law enforcement settings, DCHA storage and other facilities and warehouses, outside DCHA Headquarters, inside and outside public housing properties and at construction sites. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
